All the seats on four large metropolitan councils, Birmingham, Leeds, Manchester and Newcastle upon Tyne, will go to the vote, along with a third of the seats on councils such as Amber Valley, Wolverhampton and Milton Keynes

 

Labour targets outside London will include Dudley, Walsall and Stockport, where they are currently the largest party but fall short of an overall majority
