Cumulative distribution of Commonwealth grants to states

‘Commonwealth grants’ includes general revenue assistance, Specific Purpose Payments (SPPs), National Partnership (NP) payments and capital grants. The years 1994-95 used estimates (not actual data) for NP and SPP data. No data were available for the 1996-97 SPP and NP components so the averages of past and future years were used.
