What makes a student "truant"?

The number of unexcused absences it takes for a student to be considered a "truant" differ by state – and so do the maximum fines levied for missing school. Massachusetts, for instance, caps a max fine for truancy at $20, while North Dakota defines parental neglect of truancy as a "Class B" misdemeanor, which carries up to a $1,500 price tag.
